ENVIRONMENT MINISTRY WANTS `GREEN' AUDIT MADE MANDATORY
Article Abstract:
The Ministry of Environment of the Government of India intends to make environment (green) audit compulsory. It has made this proposal to the Department of Company Affairs (DCA) of the Government of India. The Institute of Chartered Accountants of India is interested in taking up such a project. Chartered accountants can make use of the operating manual of the forest officials for devising ratios which can help monitor funds and forest equipment. Such audits would help check misuse of funds. The World Bank has invested several crore of rupees in forestry projects. The Institute of Chartered Accountants of India has listed a number of areas where audits can be useful. They include preparation of forest codes and manual, performance monitoring of government saw mills, eco-tourism and forest- based industries, end-use of funds, designing of management information system (MIS) and designing of internal control statement. The Department of Company Affairs will soon announce its final decision on environment audit. (um) (kvr)

POWER MINISTRY UNVEILS NEW LIQUID FUEL POLICY
Article Abstract:
The Union Ministry of Power has unveiled a new liquid fuel policy. The new policy envisages greater capacities for liquid fuels like orimulsion and condensate and limited use of naphtha as a long term fuel. The policy gives more powers to the state governments to set up more liquid fuel capacities. The earlier limit of 12,000 mw will be limited to naphtha alone. The state governments have been directed to weed out non-serious promoters and apply for reallocations to the power ministry, if the project fail to progress on schedule. The non-traditional fuels like orimulsion and condensate will be moved to the actual user licence list to allow larger capacities on these fuels. The new policy permits usage of fuels like high speed diesel for power plants. (gsh)

OIL & GAS COS WANT RELIEFS TO CARRY FORWARD TRANSITION
Article Abstract:
The oil and gas industry which is passing through a transition phase has sought tax sops and duty reliefs from the Government of India. It has sought duty concessions for its greenfield projects. The forthcoming budget is expected to rationalise tariffs to facilitate transition from the administered price mechanism to a market-determined price mechanism. The new price policy which necessitates market prices for all products by 2002 AD will bring about changes in the subsidy structure and price structures of products in a phased manner. Currently state-owned petroleum firms deal in both decontrolled and controlled products. (gs)(vr)
